Gli enti e le associazioni di tutela riuniti nel Tavolo Asilo ritengono che quanto stia avvenendo in Libia e in altri paesi del Maghreb costituisca un evento storico di enorme portata che va considerato non solo in relazione al probabile intensificarsi di arrivi di rifugiati verso l’Europa, ma in primo luogo guardando alle enormi potenzialità positive, sul piano economico, sociale e culturale che si aprono, per l’Europa nel suo complesso e per i paesi del Mediterraneo in particolare, a seguito della caduta di quei regimi corrotti e violenti che per decenni hanno dominato l’area.

L’Europa e l’Italia hanno il dovere di sostenere concretamente l’avvio dei processi di trasformazione democratica in questi paesi e, con senso di responsabilità debbono evitare allarmismi e il possibile diffondersi, nella popolazione italiana ed europea, di sentimenti di paura verso coloro che fuggono dalle violenze in atto. Al contrario, è il momento di realizzare, anche con il concorso delle istituzioni locali e della società civile, iniziative di accoglienza e di solidarietà e l’avvio di programmi di aiuto ai paesi interessati per un ritorno il più rapido possibile alla democrazia.





In particolare è necessario garantire un efficiente sistema di soccorso in mare, anche in acque internazionali, come avvenuto in passato seguendo la migliore tradizione del nostro Paese, evitando tassativamente ogni operazione di contrasto e respingimento in mare degli arrivi, attuata direttamente, con uomini e mezzi italiani, o indirettamente, con appoggi logistici a unità militari e di polizia dei paesi interessati dalla crisi. Una simile ipotesi costituirebbe una scelta foriera di tragedie.

Va naturalmente garantito l’accesso alla procedura ­di asilo, nel rispetto rigoroso del principio di non refoulement. Si preveda inoltre una forma di protezione temporanea per tutti coloro che fuggono dalle aree di crisi .





Va certamente sollecitata una concertazione europea per evitare che l’Italia ed altri paesi della sponda sud dell’Unione si trovino had to manage alone a situation of increasing emergency.
